Based on information released by Israel, no fewer than 98 detainees from Palestine have lost their lives while detained beginning in October 2023. A human rights group based in Israel has stated that the actual toll is likely significantly greater, as a result of numerous of unaccounted for individuals originating in Gaza.

Even with the overall count of fatalities recorded being substantially larger than other recent estimates, it likely fails to capture the entire scope of Palestinian loss, as stated by the leader of the detainee affairs unit.

“While we are offering documentation for a larger total of casualties than earlier indicated, this is not the entire story,” he said. “We are certain that there are even now people who perished in confinement that we have not identified.”

Non-Combatant Fatalities

Confidential official information suggests that the vast majority of Palestinian prisoners from Gaza who perished in jail were ordinary citizens, based on a parallel investigation.

In May of the current year, a military intelligence database tracking all militants in Gaza, a registry of more than 47,000 named individuals, documented merely 21 casualties in custody. At that time, 65 Gazans from Gaza had perished in prison.

Detention Conditions

Assault, mistreatment, and other abuse of Palestinian individuals is now standard practice across Israel’s prison network over the duration of conflict. Top government figures have publicly referenced starvation rations and an underground jail confining Palestinians who are kept in darkness.

Existing and previous inmates and insiders from the defense forces have collectively claimed widespread breaches of global standards.

Institutionalized Cruelty

The institutionalised cruelty was accompanied by a troubling surge in deaths registered across no fewer than 12 civilian and military facilities in Israel. During the previous decade preceding the conflict, there were on average a couple casualties a year.

“This is not just an individual case here and there. It is institutional and it will continue,” an official stated, partly since there is a climate of near total impunity for fatalities and maltreatment of Palestinians.

Only a single instance of attacking inmates has come to trial, with the service member given a penalty to 210 days. “In spite of this mass number of deaths, throughout the conflict not a single person has been detained,” the spokesperson noted. “There exist no prosecutions over any death.

“While these practices remain in effect, every Palestinian in detention faces risk, including the those in good health, including the juveniles who have no medical issues.”

Notable Incidents

Some deaths in confinement have been publicly known, such as a 50-year-old hospital director who perished in detention after four months in detention.

An inmate held with the individual reported that he was led to the exercise area by prison staff shortly before his demise, obviously hurt and exposed from the lower body. His corpse has not been returned to Gaza.

Other prisoners who perished in Israeli custody are unidentified. The prison service and armed services gave investigators with the total of fatalities in detention, and limited further data including the site where they perished, but not the detainees’ identities.

Identification Challenges

In 21 cases, mainly people from Gaza, investigators were unable to match the minimal data provided by government bodies to a fatality documented by advocacy bodies, by means of accounts from freed prisoners or accounts in the news outlets.
